General
Access to the United States and Texas Documents collections at the VC/UHV Library is free to the general public, especially residents of the 14th Congressional District of Texas, and to the students, staff, and faculty of Victoria College and the University of Houston-Victoria.
Circulation
United States and Texas Documents have the same circulation procedures as other library materials.Some documents are “library use only,” but the majority of documents remain available for circulation to all library borrowers. The documents deemed “library use only” are clearly marked, and copy machines are available on the 2nd floor near the east entry. .Identification is required to become a library borrower, but it is not needed to use library materials in-house.
Computer and Internet Use
Computer terminals are available to all library patrons with a logon process, which includes the borrower's barcode number and a self-selected pin number at this time. Patrons must agree to abide by the Computer Use Policy of VC/UHV Library when using the Internet. A copy of that policy is attached to this document as Appendix A.
Electronic Formats
The Reference Librarian on duty will be happy to assist patrons with the collection of United States Government Documents on CD and DVD. This collection circulates in the same way as paper documents – some are “library use only,” but the majority are available for circulation to all library borrowers.
Hours and Assistance
Access to the Documents collections is available during all open hours at the VC/UHV Library. Assistance is available either from the Reference Librarian on duty or the Web Services Librarian.
Printing and Interlibrary Loan
Printouts and photocopies of documents are subject to the same fee structure used for other library materials.If a document is unavailable because the VC/UHV Library is a selective depository, a copy of the document will be borrowed from another library at no charge to the patron.

Appendix A
Acceptable Use Policy
Computers at the VC/UHV Library are provided for academic use and research.
In order to provide a pleasant atmosphere for all, we ask for the following considerations:
- Speak softly
- Set cell phones to mute or vibrate. Take your phone conversation outside.
- No food. Drinks must be in closed containers.
- children must be accompanied by a parent or guardian.
- Availability permitting, non-enrolled students and the general public may use the computers for research purposes.
- Only persons high school age or older may use the computers.
- Enrolled students, faculty, and staff have first priority for use.
- Games are not supported.
- "Adult entertainment" is not allowed.
- Only library-provided software may be used on the computers.
- Download and install of other programs is not permitted.
- Copyright laws must be observed.
- The VC/UHV Library is not responsible for damage done to users' flash drives, discs, or data resulting from any malfunction of library hardware or software.
- Time limits may be enforced when demand is high
